Mayor Sam Adams and the City Council proclaimed yesterday to be Margaret Carter Day in Portland.
The proclamation happened at an evening ceremony to celebrate Carter, who was the first African American woman elected to the Oregon State Assembly.
She represented North and Northeast Portland in the State Assembly and State Senate until her retirement from the legislature in August.
